Component for displaying logos / info of partners or sponsors within a page using Layout Builder.

Constraint:
- limit component to 4 individual logos across the page (desktop)

Assumption:
- if more than 4 logos are added, they will display in another row directly below (see desktop design)
- if no section heading or subheading is added, the logos should display centered on the page.

Component Fields:
- Partner Section Heading (optional)
- Partner Section Subheading (optional)
- Partner Item Name (required)
- Partner Item Logo (optional)

If no logo added, display default image

Acceptance Criteria

As a Content Editor, I can:
- Add a Partners component to any page with Layout Builder
- Edit an existing Partners component added to a page via layout builder
- Remove an existing Partners component

As an Anonymous User, I can:
- View the Partners component as designed on mobile & desktop browsers
