Can't link to named anchors outside the accordion

We've just run into a problem on a couple of sites. I can't be certain that it wasn't happening before, but I suspect it may be related to Open specific item by named anchor ✨ Open specific item by named anchor Fixed .

So, picture a ckeditor accordion living on a page at https://foo.com/page-with-accordion

Within this accordion is a link to a named anchor on another site: https://bar.com/another-page-entirely#baz

When you click the link within the accordion, nothing happens. If you move the link outside the accordion, it works. If you remove the fragment from the link, it also works (but of course, doesn't go to the named anchor). All the other links in the accordion, which don't have fragments, work normally.

Is it possible the new code that allows for a fragment to target a specific section of the accordion is interfering with fragments that don't target the accordion?
