Core reverted 🐛 Pager h4 causes accessibility flag on many pages Fixed so maybe this will be a won’t fix. Leaving open until a decision is made in core.

This should probably follow a similar process to the path we took in core which is to make it configurable.

In fact once the parent lands we can just use the pagination_heading_level variable. I'll postpone this until it lands.

The related issue in core has been committed, but if you use that variable you need to pin to 10.3+ since that is when it will be introduced.
