Problem/Motivation

Custom block design from the theme setting page does not affect blocks in all regions

Steps to reproduce

Customize block design in 'DXPR Theme Settings' under 'Block Design' tab. The custom design is shown on blocks in 'Content' region (and some other region). But for blocks in 'Primary' or 'Secondary' bars, the block styling has no effect.

    Thank you! I checked that selecting the regions makes the block design show. Sorry for missing it out it on the first look.
