Php 8.1 support is misleading

Problem/Motivation

Commit message "Added php 8.1 support" is misleading as it removes php <8 support.

Steps to reproduce

Update to 2.0.0-alpha3, having php <8. Fatal error will occur in at least LocalizedConfigAccess.php, as "Constructor property promotion is only allowed since PHP 8.0".

Proposed resolution

Change commit message and add warning that this isn't backwards compatible.

The 2.x Branch supports PHP 8.1 not lower.
