View site reports permission not needed to view dashboard

Ahh good idea. I'll leave the permissions as-is but update the help text.

I've also intermittently considered adding a direct link to that to the panel if the user has the right permissions. That would make it easier to find for those folks without general reports permission. Maybe I'll bundle that in with this.
