user-consent.feature fails for update

Problem/Motivation

The test was disabled in https://github.com/goalgorilla/open_social/pull/3138/ and needs to be checked to see whether there's indeed a problem with the upgrade path or whether the test itself is just not suitable to test upgrade conditions and a separate test needs to be written.
