Create the constant class to have the default value separated and more organized

Problem/Motivation

The project is very interesting and would be nice to have a class for constants where we can separate the values to be used/reused. It'll have the code more organized, easy to read and to future maintenance

Proposed resolution

Create a class at src/constants and reuse that inside PayinPayoutForm
