Problem/Motivation

Unable to update DB

Steps to reproduce

Update from 9.3.x to 9.4.10 with composer. Both update.php and drush fail to update the database. Drush returns
PHP Fatal error: Class Symfony\Component\DependencyInjection\Exception\ExceptionInterface ca
nnot implement previously implemented interface Throwable in /xxx/www/vendor/symfony/dependency-injection/Exception/ExceptionInterface.php on line 22

Proposed resolution

PHP end of life check should generate a warning instead of error.
