Add the ability to add free tags

Problem/Motivation

Add the setting for the field widget which allows selecting the vocabulary where new terms can be stored.

Proposed resolution

Adds the new setting form with a select list of the available taxonomy vocabularies.

User interface changes

The new select list "Select vocabulary for free tagging' on the field widget configuration will be available.
