Tag set form has some style issues in D10.

The tag set form has linebreaks between the square-bracket delimiters around tag names, which should not be there. See screenshot.

This seems to be a new problem in D10.

The square brackets wrapping the tag name aren't really useful, so I just removed them from the form.
