Add views filter on state being in changeset history.

Problem/Motivation

Add a new views filter that allows the filtering of changesets by a state appearing in there workflow history.

For example if I had a custom review state that was only used in certain scenarios. I could filter a view of closed changesets down to those that had been in this state previously.
