Replace README.txt with README.md and update README.md file

We could be using README.md instead of README.txt to make use of the nicer rendering via markdown.

Now that we've moved to GitLab, we should probably use Markdown instead ofa plain .txt files for our documentation

    @Jay Jangid,

    I think that the README should be updated to include guidance for some of the more recently committed features. The biggest feature that was recently added was support for a Content Security Policy, which is an amazing security measure for any site owner to take.

    We should add a *recommended modules* section to the README that explains what a Content Security Policy is and how it can help secure web properties when properly implemented.

    Looks great, thanks for adding the CSP recommendation. That will make a world of difference for educating uses how to safely use this module.
