At the moment, there's no events that can be subscribe to by other modules during the file upload.
Create a two events, Pre and Post file upload. Other modules can subscribe to these event and run their own file validation before and after the file has been uploaded to the server. The Pre event will allow other modules to scan for virus and delete the file if infected without store the file on the server.
