Blank line after @param not detected

Problem/Motivation

I had this badly-formatted docblock which passed the check and shouldn't:

/**
 * Perform alterations on Action Link Style definitions.
 *
 * @param array $info
 *
 *   Array of information on Action Link Style plugins.
 */

There should not be an extra line after @param.
