Update to 9.5.1 blocked by patch in composer.json

Problem/Motivation

Trying to update from 9.4.x to 9.5.1, but the patch currently added to composer.json does not jive with 9.5.1.

I attempted to use the "patches-ignore" directive, but it doesn't work. There are at least 3 issues and/or prs around it not working properly at https://github.com/cweagans/composer-patches if you search for "ignore". Fiddled with different variations of the code to no avail.

Steps to reproduce

Try to use this module with Drupal 9.5.1, observe composer failing.

Proposed resolution

Replace the patch with a version that works with 9.5.1.

Remaining tasks

• Test #3263397-10: Simplify form logic in media library → and see if works ok
• Release a new beta with working patch for 9.5.1 & 10.*
