When installing views_templates, on the 'admin/structure/views', indeed 2 'local actions' are visible. However, in Toolbar menu, only 1 is visible. See screenprint.

- hoover over the toolbar : new link 'Add view from template' is not visible.
I did check the code, and compared both links 'Add view' from views_ui and 'Add view from template', but I could not find an error/difference between the two.
