Create goals and tiers on the Drupal collective

Dusting off this issue and making it a priority.

Mainly because we need to work through the steps needed to launch our donations and sponsorship pages as part of #3281963: Set up the Open Social powered drupalcontribution.org site → and publicly take the lead on maintaining https://www.drupalcontribution.org/ leading up to DrupalCon (where the site will be used for mentoring).

As the DA has expertise and involvement (current or previous) with two sites we'd like to include in sponsorship packages (drupal.org and drupalcontribution.org) it's important that @hestenet (and anyone else?) be looped in so we can determine what sites and sections can we credit sponsors along with some advice on sponsor levels (including prices and perks).

Tasking the Sustainability Team with this responsibility.

Merged into #3377002: Create top-level Drupal collective (Open Collective) → . Can split off as a separate task on a different project later, if needed.

Moving back to Sustainability - keeping closed for the time being.
