Add link to IP details when a request for blocked

Problem/Motivation

If an IP address gets blocked due to CrowdSec block list, this gets logged. Each of those log entries could be added with the link to https://app.crowdsec.net/cti/IP-ADDRESS where we need to differentiate between dev and prod mode.
