The module seems to be ready for Drupal 10, other than for the use of the jquery.library, which must be replaced by core's once library (available since Drupal 9.2).
Since the base xdan/datetimepicker library is jQuery-based, it makes sense to otherwise keep using jQuery in the module's Javascript code.
