Add support for generic events and notifications

Problem/Motivation

So far, DANSE has 7 sub-modules for specific events, e.g. content, logs, forms, config, etc. We want to allow other modules like e.g. ECA to create events/notifications. That requires a generic event type which accepts arbitrary data to be associated with it.

Additional components should also be implemented at the same time:

  • Action(s) to create new events with a number of arguments and associated data
  • An RSP (recipient selection plugin) which triggers a selectable ECA model/event
  • An RSP for ECA to notify directly, similar to the pf_alerta plugin
