"No ban manager for rule" after updating core to 9.5.0

After updating the core from 9.4.8 to 9.5.0 (plus a number of modules that should not be relevant), I started receiving errors "No ban manager" for my every rule on every cron run. I go to the Autoban settings page and it greets me with "List ban providers is empty. You have to enable at least one Autoban providers module" warning at the top. I open a rule for editing and indeed the IP ban provider selection list is empty. But the core Ban module and Autoban Core Ban Provider modules are installed and enabled (have been for years). What could be the reason?
