Cannot get other user roles on my site to add new transactions.

Problem/Motivation

Cannot get other user roles on my site to add new transactions, although i have granted them all module permissions similar to admin (local dev site), is it designed to be this way? i always get access denied. while works perfectly for admin user only.

any thoughts? am i missing something?
