Permission to access Eu cookie compliance is bypassed.

The User who does not have access to any of the following permissions: Administer EU Cookie Compliance banner and Administer EU Cookie Compliance categories

install the module - Do not provide permission for any authenticated user role ex: Site builder

Amend the permission for _custom_access: '\Drupal\eu_cookie_compliance\Controller\AdminController::access' for settings form

    Thanks for the patch. I read the code and I'm not really sure the patch contains all code required to make it a complete patch.
    Would you care to elaborate a bit on what your patch does?

    Actually this works as designed. In order to access the administration form, the user needs ONLY the permission "administer eu cookie compliance popup".

    Feel free to reopen if you disagree.
