I would say this is a duplicate of #3328847

Hard for me to say. #2 talks about ['_fileurl'] which is still not supported.

Let's close it. If someone sees the bug still then they can re-open.

['_fileurl'] was introduced to fix the linked issue 📌 Support Symfony Mailer for attachments and deprecate Swiftmailer Closed: won't fix by the patch https://git.drupalcode.org/project/webform/-/merge_requests/240.diff. And that issue may be a won't fix per @jrockowitz's comment there.

Supporting attachments from URLs is another task, but not sure if it's necessary.
