Allow views to filter by no parent menu item

Problem/Motivation

There's no way that I can see to filter a view of menu link content items by ones that have no parents, or only ones that have parents.

Steps to reproduce

Create a view, add the 'parent plugin id' filter, use any of the operators provided.

Proposed resolution

Tweak the views definition so that views knows that the field can be empty, and thus will provide a filter for NULL/NOT NULL.

Remaining tasks

Write and review the code.

User interface changes

Adds a couple of additional operators to the views filter interface for the field.

API changes

None.

None.
