Update requirements to klaro 0.7.18

When the module was released, we last tested it with version 0.7.16 of the Klaro lbrary. The latest version is 0.7.18, which contains a few bugfixes: https://github.com/kiprotect/klaro/commits/v0.7.18

Test the library with 0.7.18, and change the composer.libraries.json and the the CDN version in simple_klaro.libraries.yml
