Send custom dimensions as part of page view.

Problem/Motivation

By default, custom dimensions and metrics are transmitted to GA as an event. This patch updates google_analytics_page_attachments to send them as part of the page view data instead.

Steps to reproduce

Add custom dimensions to drupal GA config, and verify they are sent as part of the page view data, instead of as a custom event.

I think this is a duplicate of ✨ Send Custom Dimension as Pageview (not Event) Needs review and caused by a regression from D7 where custom metrics/dimensions were set as defaults and applied to all sent events.
