Too few arguments, add memory cache

Problem/Motivation

After upgrading to Drupal 9.4.8, received this error.
Error: ArgumentCountError: Too few arguments to function Drupal\Core\Config\Entity\ConfigEntityStorage::__construct(), 4 passed in /web/modules/contrib/fieldblock/src/BlockEntityStorage.php on line 64 and exactly 5 expected in Drupal\Core\Config\Entity\ConfigEntityStorage->__construct() (line 100 of /web/core/lib/Drupal/Core/Config/Entity/ConfigEntityStorage.php)

Steps to reproduce

Upgrade to latest module and drupal core 9.4.8. Go to admin and configure.

Proposed resolution

Add memory cache service
