Mark removed code as deprecated

Problem/Motivation

Now that 8.x-1.0-rc1 has been released, it is time to mark all the code removed or refactored in 2.x as deprecated. This needs to be done before the release of 8.x-1.0, since that version should already have all deprecations identified.

Thanks for the existing work on this. Let's keep this as "Needs work" until 2.x actually leaves alpha, so that we know which code actually needs to be marked deprecated.
