Support manipulators alteration

Problem/Motivation

We megamenu block implements its own logic to build menus from within its Block, so it does not work with the menu_manipulator → module to filter menus by language.

Proposed resolution

I suggest testing whether or not the module exists and if so, to use the manipulator it provides to filter We megamenu menus.

    The fix you did not work with the menu manipulator module so I re-rolled back the code.

    Just for clarification: we do not provide menu_manipulator integration by default, but after the fix (see we_megamenu.api.php), users are free to implement the hook in custom/contrib module to provide custom manipulators. #10 patch should work, but that is not the proper way to do it.
