How to disable of autocreating terms?

I need to show error message if term doesn't exist while import.

Added an option to choose if creating terms on the fly should be allowed or not. This option defaults to TRUE to have backwards compatibility. If one chooses not to allow new terms, then the items will be skipped with a tamper exception.
