In the 2.x branch this is now a View so you can actually set it however you'd like after initial install.

Looking at the first screenshot on the module page (ie admin/content/site-settings), is it possible to move the footer group below the social networks group? Or the Twitter setting below Facebook? Or are settings only displayed in the order they are entered?
