Create README.md file

Merge requests are currently untestable for this module. I realize that we don't necessarily need to test this change, but I suppose I'm being picky. In any case, I made a few edits of my own to the README text, including adding myself as a maintainer.

I rewrote the intro statement to more closely match what's on the module's homepage.
