Action to send data to external API

Problem/Motivation

After saving a new content with a number of fields, I want to send some field data of the saved content to an external API using POST or PATCH, depending on the conditions. This is similar to Rules' rules_http_client. I have tried installing http_client_manager but the client is not available to be consumed in ECA' list of actions.

Steps to reproduce

Go to Actions dropdown field and there is no Action for connecting to external API.

Proposed resolution

Add an/actions to allow communicating with external API, maybe via a new specific action, or an option to make a custom Guzzle/cURL request/call, or an option to maybe execute PHP.
