Using {{ attach_library('some/library') }} in template overriding any of modules templates does not attach given library.
Copy one of module templates and place a code to attach library to it. See that library is not attached despite copied template is used.
I am not proficient enough to propose anything but see #2974324: Render the templates of the module in a better way → where this was already fixed and #3187414: Add support for Panels Everywhere → where fix was reverted.
