Anonymous Editing

Hello,

I am trying to create a site where anonymous users are allowed to edit content, which I am able to do using Revision Moderation. My question is part of the site is that the content that is being edited and added can only be seen by certain people so my problem is how can I have everyone be able to edit the content without seeing the original content when editing. So what I would like to happen is when a user clicks "Edit" they are presented with a blank edit form and then this filled in "blank" form is submitted as a new revision that way people don't just get the the hidden content by clicking edit.

Please let me know if I need to clarify I tried to explain as best as I can.
