Move configuration for tracking configuration to plugins

Problem/Motivation

Currently we can track by media types. We can have a few group types with enabled tracked media type, but for one group type we don't want to track this media type and for another we do want to track it.

Proposed resolution

1) Add tracking configuration per a plugin
2) Write update hook, which will set these settings based on global group media configuration
3) Drop global settings
