Update for contrib CKEditor dependency

Problem/Motivation

Due to 🐛 Incorrect version of CKEditor being parsed from info.yml files Active , we can only support contrib CKEditor 4, not core CKEditor 4. Tests are failing for D9.5 due to this change.

  • Update code as necessary
  • Update tests as necessary
