Problem/Motivation

Symfony\Component\Routing\Exception\MissingMandatoryParametersException: Some mandatory parameters are missing ("rule") to generate a URL for route "entity.page_popup_entity.devel_load". in Drupal\Core\Routing\UrlGenerator->doGenerate() (line 181 of core\lib\Drupal\Core\Routing\UrlGenerator.php).

Steps to reproduce

in the configuration page: /admin/config/system/page_popup
with Drupal 9.4.x
