I have recently updated to 4.00-beta1 and I noticed that the two Permission check links are incorrectly formatted...
They are not root-relative and so, in my case evaluate to:
http://MYSITE_URL/update.php/admin/people/permissions
This leads to potentially scary-looking screens that suggest at first glance that you are unable to visit the Permissions page which happily is not true!
