Create a 8.x-3.0-beta4 release

I suggest you concentrate on this task. Test the dev version for a certain period, if everything is ok, make a new release.

FWIW I've been running -dev for quite some time. I've also used it to rework the testing in fivestar as per 📌 Port tests to 8.x-1.x Fixed .
