Thanks for this module.
As it stands, the WebformWorkflowTransitionConfirmForm's buildForm function prevents the use of custom access handling code because it includes an access check itself. The correct ("Drupally") behaviour would be to leave access checking to the access checking code, preventing a link to this form appearing at all if the user doesn't have access.
