The webform_workflows_element_webform_submission_access function has AccessNeutral as its return type. I believe this is a typo and should be AccessInterface, both because returning any other Access result then breaks and because if AccessNeutral is the correct result, there's no point to having the function.
I'll attach a PR shortly.
