I am now on D9.5.2 with PHP 8.1.14 and Smart Date RC1. Smart Date now functions as intended. Whatever update(s) may have helped, those of Smart Date, and/or PHP, and/or Drupal Core, they fixed the issue for me.
Time Format String and Time Hour Format String cannot be translated, resulting in identical settings.
