Support multiple domains in language negotiation url

Motivation

I have a multilingual website which, for a given language, must be available on several domains
For example: website should be able to display the same EN version for DOMAIN.co.uk and DOMAIN.co.us

Drupal only allows one domain per language for url detection

Proposed resolution

Be able to fill in several domains in the NegotiationUrlForm with a comma-separated list
Overriding LanguageNegotiationUrl plugin in order to be able to support multiple domains.

Thanks for the patch. Unfortunately, it no longer works after upgrading to Drupal 10.
Currently using 10.3.6 and Composer reports unable to apply patch.
