Link to “Add new Core model” disappears after updating to alpha9

Problem/Motivation

After upgrading from alpha8 to alpha9 using composer, the Link to “Add new Core model” is no longer displayed on the “Configure ECA - Events, Conditions, Actions” page at admin/config/workflow/eca

I have cleared cache multiple times using both brush and the Drupal UI. This has not resolved the issue.

Downgrading to alpha8 restores the link.

Steps to reproduce

1. Have a working installation of alpha8 installed
2. Upgrade to alpha9 using composer
3. Navigate to admin/config/workflow/eca

You should find that the option to import a model is still present, but not the link to add one using the Core Modeller.
