After uninstalling, PluginNotFoundException

Problem/Motivation

Hi,

If ther uninstalling the module, the Rules module config page gives white screen and this error:
Drupal\Component\Plugin\Exception\PluginNotFoundException: The "rules_flag_entity_flagged:node" plugin does not exist.

When I enable the module back, the error is gone and rules module config page works.

Does this have a bug in the uninstall procedure?
