The Legend of a Layout Paragraphs Field is not visible on edit pages where field is added due to a CSS property.
- Add an Entity reference revisions field to a content type referring Paragraphs.
- Set Layout Paragraphs as widget on Manage form display for the field
- Go to Edit page of a content using that field
- Notice legend field is hidden
Remove CSS property that hides the legend

It's likely this issue predates Contrib.social: some issue and comment data are missing.
The ability to work around an issue seems like a strange reason to say it's not a bug. The legend is intended to be visible as part of the layout paragraphs UX, is it not? If that's the case, why would the module hide it by default?
