I am also running into this problem. Clearing the cache indeed solves the issue. This is definitely not fixed nor duplicate if the problem still occurs.
admin/commerce/orders/carts gives the following errorSymfony\Component\Routing\Exception\MissingMandatoryParametersException: Some mandatory parameters are missing ("arg_0") to generate a URL for route "view.commerce_order_payments.page_1". in Drupal\Core\Routing\UrlGenerator->doGenerate() (line 181 of /home/mysite/public_html/core/lib/Drupal/Core/Routing/UrlGenerator.php).
Update: cleared cache fixed the issue
